Mr. Mills was born May 4, 1945, at American Fork, Utah, to Eleanor and Tommy Mills. He married Janie Lyons Dec. 28, 1977, in Hayden.

He was a U.S. Navy veteran of the Vietnam era who served on the USS Constitution carrier.

He was preceded in death by his father, Tommy Mills.
