Tobin Powell, 47, passed away March 13 in Orem, Utah. A public memorial service will be held from 11 a.m. to noon, Thursday, March 17, at the Yampa Valley Funeral Home, followed by a private graveside service at the Steamboat Springs Cemetery. A reception celebrating the life of Tobin will be held between 5 and 7 p.m. Saturday, March 19, at the Cherry County Fairgrounds in Valentine, Nebraska.
